Step 1: Prime The eyes with an eye primer or an eyeliner sealer. Both will make eye makeup last longer on the eyes and enhance the color of the eyeshadow and eyeliner.
Step 2: Apply a neutralizer first to the under-eye area to reduce discoloration underneath the eye. Then apply a concealer afterward to cover the darkness.
I applied the Revlon Colorstay Whipped 24Hrs Foundation in the shade Natural Tan as a concealer. This foundation will settle into the lines underneath the eyes though if you have a lot of them, so if this is the case, it is better to use a concealer, such as the Ruby Kisses Mineral Concealer. I love this concealer since it is very inexpensive and it gives nice coverage.
Step 3: Line the upper and lower lash line with a black liner. The line on both the upper and lower lash line should be thick but thinner at the lower lash line at the inner corner. Make your liner go upwards towards the end of the eye to create a kind of short sultry cat-eye.
This is a dramatic look so the liner needs to be dramatic. Applying eyeliner first helps the eyeliner to show up better since the dark eyeshadow used in a smokey eye can often drown out the liner and make it less noticeable.
The best eyeliner to use that will be long-lasting and will not smudge as much over the course of several hours is a black liquid liner. If you have a gel liner that does not smudge much, you can use that if you prefer. I used a gel liner here because I wanted a more shiny black line, rather than a matte black line.
Step 4: Apply a dark black eyeshadow above the eyeliner line that you drew on the eyelid using a makeup brush. Make sure to apply some black eyeshadow at the inner corner of the eye.
Step 5: Clean up the eyeshadow and eyeliner so that it looks smooth. Make sure that the eyeshadow takes an oval smooth shape on the eyelid.
Step 6: Draw/Fill in your brows. I drew in my brows with an herbal black kajal eyeliner. I drew in my brows so that they would look strong, dark, and black to match the strong eye makeup look that I choose to create here.

Step 7: Apply your face makeup and concealer. Since the focus is on the eyes, this look will be less harsh and look more natural and less like a mask if you go lighter on the face makeup, so that is what I did here.
I applied foundation, but I did not focus on full coverage. I covered blemishes, but the foundation was not applied thickly. The focus was on covering most blemishes, rather than all of them.
The foundation that I used in this tutorial is the CoverGirl TruBlend Foundation in the shade D4 Classic Tan.
The concealer that I used in this tutorial is the Ruby Kisses Pure Mineral Concealer in the shade RMC02 Medium.
Step 8: Apply false eyelashes to the upper lash line.
Step 9: Make the false eyelashes blend in more with your eyeliner and your natural lashes by drawing over the band on the false eyelashes with your black liquid liner.
Step 10: I really wanted to make this look pop and be a bit more dramatic, so I added black glitter on top of the eyeshadow.
Step 11: Finally, for the last step, we apply lip makeup. Since the eyes and brows are intense, it is best to balance this look out by going light on the lips. Thus, I applied a tinted lip balm instead of lipstick to the lips. A tinted lip balm adds sheen and a healthy natural soft sweep of color to the lips.
The tinted lip balm that I used to create this look is by the Korean brand Missha. This is their Swirl Tint Balm in the shade RD01.
